In a landmark shift for Nigeria’s teacher training system, the Federal Government has officially implemented the Dual Mandate Policy across all Federal Colleges of Education (FCOEs), empowering them to award both the Nigeria Certificate in Education (NCE) and bachelor’s degrees in education independently.
The announcement follows the signing of the Federal Colleges of Education Act, 2023 by President Bola Ahmed Tinubu, and the subsequent rollout of the policy by the Federal Ministry of Education.
Key Highlights of the Policy:
- Dual Awarding Powers: FCOEs now have the authority to award both NCE and B.Ed degrees without affiliating with universities, provided they meet National Universities Commission (NUC) standards.
- Nationwide Inclusion: All FCOEs, regardless of their establishment date, can participate in the Dual Mandate Programme once eligibility criteria are met.
- Curriculum Autonomy: Institutions will have greater freedom to develop and implement curricula that reflect modern educational needs.
- Boost to Enrollment and Institutional Relevance: The policy is expected to curb declining student enrollment and reinforce the relevance of FCOEs in the national education architecture.
Minister of Education’s Remarks:
Dr. Tunji Alausa, Minister of Education, described the policy as “revolutionary”, stating:
“This initiative empowers institutions, broadens access, and enhances the quality of classroom instruction across Nigeria.”
He emphasized the strategic importance of the reform:
“The Dual Mandate addresses multiple challenges simultaneously—curbing declining enrolment, preserving institutional relevance, and eliminating the need for university affiliations in the issuance of degrees.”
